1. Open the Crafting Menu
First, open your crafting table so that you have the 3x3 crafting grid that looks like this:

In the crafting menu, you should see a crafting area that is made up of a 3x3 crafting grid. To make a spruce fence, place 4 spruce planks and 2 sticks in the 3x3 crafting grid.
When making a spruce fence, it is important that the spruce planks and sticks are placed in the exact pattern as the image below. In the first row, there should be 1 spruce planks in the first box, 1 stick in the second box, and 1 spruce planks in the third box. In the second row, there should be 1 spruce planks in the first box, 1 stick in the second box, and 1 spruce planks in the third box. This is the Minecraft crafting recipe for a spruce fence.
Now that you have filled the crafting area with the correct pattern, the 3 spruce fences will appear in the box to the right.
3. Move the Spruce Fence to Inventory
Once you have crafted spruce fences, you need to move the new items to your inventory.
